The Himachal Pradesh Government has now declare, its plans to welcome tea tourism in the state, a decision that will affect Kangra district, as most senior tea growers in Kangra have been calling for tea tourism to be approved for a long time. Currently, the tea estates in the area are safeguard by state legislation, according to the land ceiling act of himachal farmers are not allowed to own more than 300 kanals of the land. Tea farmers in Kangra were exempted from this restriction, they provide only pursue tea faming on their estates. The exception enabled them to hold enormous estates, frequently consisting of thousand of kanals for tea production.
Even though, tea farmers in Kangra have contended that tea cultivation is becoming incresingly unsustainable owing to other factors, like climate change and decreased demand for exports.
Farmers have claimed that without the help of the goverment, they would not be able to continue growing tea. As a reaction, most of the big tea estate owners have already converted portions of their land to other purposes, including building hotel or commercial buildings with the state goverment's permission. But small tea planters with no sufficient area of land or permits have been compelled to leave their tea gardens, where tea bushes developed into tea trees becomes a increasingly frequent sight in Kangra.
The government of the state has said it will examine the Darjeeling model to consider the feasibility of developing tea tourism in Kangra's tea gardens. This would however need changes in law that currently prohibit the use of tea garden land for non-tea activities. There are a number of legal issues that need to be resolved because tea growers with over kanals of land are technical custodians.
If the government goes ahead with the planning, bigger tea estate owners might create hotel chains to organize tea tourism, but smaller tea farmers who may have only a few kanals of land would not be able to set up tea tourism enterprises owing to a lack of resources. They would either need to be supported by government funds or have to join hands with investors, though tea tourism can greatly enhance tourism in Kangra, the government will have to balance the promotion of the industry with protecting the heritage tea gardens of the region.
Kangra tea which recently received a Geographical Indiction (GI) tag, enjoys worldwide fame for its unique flavour. It is second Indian tea after Darjeeling tea to receive recognitition at an international level with GI status from the European Union.
